AGENCY for Italy Digital closes the WCC-Pac, the special certified mail that the then Minister Renato Brunetta had devised for the relationship between citizen and government. It closes because the WCC-Pac has been a flop: a bureaucratic monster that cost us 19 million euro and was used by a few people-despite announcements triumphal Brunetta. “With this decision, the Agid inaugurates a new phase: the closure of all those digital projects that do not work and that cause only a waste of public money. It is a change from the usual distortions Italian bureaucracy,” says Republic .it Ernesto Belisario, lawyer member of the permanent foru m for innovation and the digital agenda at Palazzo Chigi. Belisario at onset of Cec-Pac, in 2009, had called “a predictable failure” (on his blog). And indeed: Brunetta assured that the Italian would have turned 6 million in a few months, being free, and still today the number stops at 1.2 million. Not only that: 82 percent of accounts activated are not used. Even those who wanted it not feel the need to use it. “One of the problems is that the WCC-Pac is an anomaly, all Italian. We’ve just us, to the world. And it is superimposed on the Pec, certified mail already used by professionals,” continues Belisario. that counts the Agid inaugurated a different approach from what has reigned until now: cut “leaves”, the digital projects that Italy has given birth to now and have not been successful. The projects failed, in fact. “Other similar cuts will come soon. For example, on certain territorial initiatives of some regions,” said Belisario. The goal is to recover public funds to invest in projects that- you will spera- best of those dead. In particular, the 19 million euro will be invested in services announced the plan Growth Digital. The Agid, in announcing the killing of Cec-Pac, cites Login Italian, with which the Government Renzi wants to provide a “digital home” to all Italians. From July 18 will not be able to receive them, but the boxes will be used only for the consultation of previous messages. The final death will take place September 18, 2015, though- until March 17, 2018- users can request access to the logs of their messages. The March 18, 2015, the Agency will provide a Free Pec (can be requested via e richiestapec@agid.gov.it), but only to users who have already requested a WCC-Pac before 18 December. “We are still evaluating how to handle this free supply. If the requests are few, we require the Pec at Mepa (electronic market of PA). If you will be many, we will make a call for tenders,” ; explain the Agency.
