NEW YORK – After ten years of negotiations and discussions, the mailing list management the internet becomes independent. The Icann – it stands for "Internet Corporation for Assigned Names and Numbers – will no longer be under the auspices of the u.s. But when it was created, in 1998, the Icann was placed under the supervision of the U.s. federal government, for the simple reason that the internet was invented by the Usa and its management technique had been until then in the hands of a single scientist, Jon Postel, at the University of Southern California.
But from the earliest years of the life of the web, or best of the "information highway" as it was known in the early Nineties, all, even the americans, were convinced that one should ensure that the internet became a network of unique, free, international, where everyone could be free to do trade and information. Since the presidency of Bill Clinton, and then George Bush was negotiating with the rest of the world for the withdrawal of the control of the united states. A necessary step to avoid that you could multiply the "internet self", and instead of a single web there were so many. The motto of the Icann indeed is "One World, One internet".
The passage of the hand was being actively discussed since 2005. The last step was taken at the Conference of Marrakesh, the last of march, when it has been finalized, the proposal of the transition, which becomes operational from the first of October. In reality, none of us should see no change. The only real diversity lies in the fact that from today on, if someone wanted to invent a new domain, for example .Mars or .Pizza (you can do imagine) the last word did not say the Us government, but the Commission of the 16 directors of the entity, which in their turn will hear the opinions of hundreds of experts, academics, businesses, non-profit organizations and governments. It is likely that one of the first steps of this new independence will be the creation of a domain .gay, where all the homosexuals around the world can immediately find information and security.
